米連邦緊急事態管理局(FEMA)は3日東部時間午後2時18分、国家の非常事態時の緊急警報として、「大統領警報」(presidential alert)を米国在住の2億2,500万人に対し、試験送信を行った。
FIMAは、米国内で携帯電話を所有する75%近くの人々が警報を受け取ると予測している。東部時間の午後2時20分には、テレビやラジオでも警報が流れた。
無線緊急警報システム(Wireless Emergency Alert system)は、2012年オバマ前政権時に採択されたもので、ミサイル攻撃など有事の時に送信される。試験は今回が初めてで、放送や通信を管轄する連邦通信委員会(FCC)の統制のもと、実施された。この大統領警報は、非表示にすることはできないという。
アラームは、洪水警報や緊急速報のアンバーアラート(Amber Alert)に似ており、スマートフォンやスマートウォッチなどのモバイル端末にポップアップで、大音量やバイブと共にテキストメッセージが表示された。

元々は、9月20日にテスト実施を予定していたが、ハリケーン「フローレンス」の上陸で延期されたほか、先週はニューヨークの住民らが米憲法修正第1条(表現や宗教の自由の保証)を侵害しているとして提訴しようとしたため、実施が延期されていた。
テストの前日、米国土安全保障省は電話番号などは誰とも共有されないとツイッターで発表していた。
